The Hospital Preparedness Program (HPP) is a federally funded initiative managed by the Assistant Secretary for Preparedness and Response (ASPR). Its primary mission is to ensure that healthcare systems are well-equipped to handle large-scale emergencies or incidents. HPP fosters multi-agency coordination through Health Care Coalitions (HCCs), bringing together diverse organizations to support community preparedness.
Regional healthcare coalitions (HCCs) work together to improve patient outcomes, reduce dependence on state and federal resources, and ensure rapid recovery in times of crisis. Through collaboration, training, and coordinated planning and exercises. WellLink, as the sub-award grantee, works with healthcare entities, public health agencies, emergency management, and EMS to build a resilient healthcare system capable of responding to disasters, pandemics, and mass casualty incidents (MCI).
Can healthcare coalitions help CMS provider types meet CMS requirements?
No. Not directly.
HPP and CMS can influence one another, though. Healthcare coalitions funded by HPP work with hospitals directly since the focus of the grant is patient surge in the clinical setting. The program encourages non-hospital partners to participate in coalition activities to help them build expertise, which in turn can assist facilities in meeting their CMS requirements.
However, facilities are ultimately responsible for their own compliance with the CMS rule.
